What sort of country would issue a “Hasbara Handbook” to its supporters?

Israel’s “Hasbara Handbook” providing students with the rhetorical weapons to defend the country against accusations of racism, aggression and oppression must be one of the most successful ebooks of modern times, since its arguments and techniques of debate can be heard every day throughout the Western world. Indeed, as has become depressingly evident since 7 October last, practically every university vice chancellor or president in the UK, USA, Canada and elsewhere seems to have been taken in by the purveyors of its claims. Defenders of Palestinian human rights would do well to remind themselves of its contents. But, what sort of country, other than one based on lies, would issue such a handbook to its supporters?
